Mammoth Yosemite Airport

Notice of Intent to File a PFC Application

The Town of Mammoth Lakes, Sponsor of the Mammoth Yosemite Airport (MMH), is planning to file an application with the Federal Aviation Administration (FAA) to impose and use a Passenger Facility Charge (PFC) to fund capital improvement projects.  This notice is being issued to meet PFC application filing requirements set forth in 14 Code of Federal Regulations (CFR) § 158.24.  The proposed charge is $4.50 per enplaned passenger and is estimated to be effective June 1, 2023 with an estimated expiration also occurring on June 1, 2023.  This is because there are no air carriers currently operating at MMH and PFC revenue that has already been collected due to the amendments of other PFC applications will be used to fund the requested PFC revenue for the following projects:

Update Airport Layout Plan

This project updated the airport layout plan to document infrastructure changes that occurred due to changes in air carrier activity since the last ALP update occurred in 2014.  In addition, changes were needed to future infrastructure depicted on the ALP due to changes in projected demand.

PFC Administration

This project is the administration costs associated with the closeout of PFC Application #5, the closeout of PFC Application #6, and the preparation of PFC Application #7.  Prior to closeout, amendment of PFC Application #5 and PFC Application #6 was also needed due to changes that occurred with final project costs.     Preparation of Application #7 was needed to apply the difference of PFC funds that were collected for amended Application #5 and amended Application #6.
