The Parcel UpdateOngoing construction of Phase 1 of The Parcel, aka “The Sawyer”, has seen completion of Building A1 exterior concrete walls and slab on grade. This area of the building will include the 57 enclosed parking spaces. Formwork for the 2nd floor concrete podium, which will support 66 residential units in three floors above, is underway, with concrete placement expected in the next couple of weeks. Formwork is in place for Building B1 exterior concrete walls, with concrete “shotcrete” placement expected the first week of September. The 81 residential units have been pre-fabricated using approximately 100 individual building “modules” at the off-site factory in Idaho, and are scheduled to ship to Mammoth Lakes the first week of September. The modules with be staged nearby, with installation on-site expected toward the end of September. On site, installation of the public storm drain is ongoing along Inyo St. and Tavern Rd. Anyone interested in living at The Parcel should contact the Town developer’s property manager, Buckingham, at (855) 452-8250 (option 0) for additional information and to be placed on the waiting list.

Reds Meadow Road Scheduled to Close October 11The U.S. Forest Service will begin a tree removal operation to prepare for the upcoming reconstruction and widening of Reds Meadow Road. The work will primarily occur between Agnew Meadows and Minaret Vista starting on October 1. This will temporarily impact public access to the Reds Meadow Valley until the work is complete. Review the Press Release. - September 5: Seasonal shuttle service to Reds Meadow ends. Please check with Eastern Sierra Transit Authority for additional information.
- October 1: Tree clearing will begin. During this time, there will be up to 30 minute traffic delays.
- October 11: Reds Meadow Road will fully close to the public (administrative access permitted) to ensure tree removal and hauling is completed before the winter weather prevents them from doing so. Overnight parking will not be available for backpackers in Reds Meadow Valley.
The Reds Meadow Reconstruction Project, which will continue into 2024, will provide major safety and traffic improvements, made possible through a Federal Lands Access Program grant received by the Town of Mammoth Lakes.

Town Council Election November 8A Municipal Election will be held in the Town of Mammoth Lakes on Tuesday, November 8, 2022 for the purpose of electing three members to the Town Council. The term of office for each seat is four years. Councilmembers are paid $735 per month. There are six candidates running for the three spots on the Town Council. The candidates are Elizabeth “Betsy” Truax, John Wentworth, Chris Bubser, Seth Guthrie, Amanda Rice, and Cleland Hoff.

Welcome to our new Parks and Recreation Commission! The Parks and Recreation Commission is a five-member advisory body to the Town Council. On July 6, 2022 Town Council appointed, Scott Reif, Greg Newbry, and Ben Wisner to 2-year terms, and Dan O’Connell and Silver Chesak to 4-year terms to the Parks and Recreation Commission. At the regular meeting of the Parks and Recreation Commission on August 2, the Commission by motion, appointed Dan McConnell as the Chair and Silver Chesak as the Vice Chair for a 2-year term. The Commission meets on the first Tuesday of every month at 2:30pm, and has powers and responsibilities as set forth in the Town’s Municipal Code.

Parks and Recreation News!The Whitmore Pool has extended Lap swim until Friday, September 9. Hours: Mon-Fri: 6:30-9:30am and Mon/Wed/Fri afternoon from 5:30-7:30pm. Save the Date! Parks and Recreation is excited to roll out their fall programming beginning the week of September 12. Programs will include the Wave Rave Skate Squad, Adult Soccer League, Fall Bike Squad and Gymnastics classes. On-line registration will open September 6 at 8:00am.

Town Construction UpdateWhitmore Ballfields Rehabilitation: Contractor began work on the Ballfields Rehabilitation Project on August 18. Contractor removed sod and performed grading work to remove high spots on field. The Contractor is now placing topsoil in preparation for installation of sod that will reduce the size of the infield to regulation Little League/High School Softball field dimensions. Additionally, Contractor is preparing to place decomposed granite and infield mix material to raise the infield level to match the outfield and create a pristine playing surface and field size for Mon County Little League and High School Women’s Softball. Highway Safety Improvement Program (Crosswalks): The Town has received final plans and has submitted documents to Caltrans for construction funding. Due to budget constraints, the project has been split into 2 phases, with upgrades to existing crosswalks at Laurel Mountain Rd. and the Post Office as phase 1, and construction of the new crosswalk at Mountain Blvd. as phase 2. Staff anticipates bidding in September upon allocation of funding and awarding in October, with work occurring in October and November. Laurel Mountain Road Rehab & Sidewalk Project: The Contractor is working to mobilize for installation of sewer and storm drain toward the middle to end of September. Construction of sidewalk and other surface features will likely occur in 2023.

Community Recreation Center (CRC) UpdateThis past month, Hamel Contracting Inc., and the subcontractor, JT2/Craft erected all 23 of the Sprung pre-built arches and tensioned all the membrane panels on the building’s aluminum frame. Crews are working to install the end panels and insulation for the structure. Other work on the site included continued installation of underground utilities and preparing the HVAC and chiller pads on the northwest side of the structure for concrete. Work will also commence on the mobility hub this month that will provide parking for 119 vehicles with provisions for a bus shelter and expanded bike racks and transit service. ADA and clean air vehicle spaces will also be provided along with 12 Tesla supercharger stations and 4 universal Type 2 chargers available for use. The Town appreciates the community’s understanding and patience as we work towards enhancing our community recreation amenities. Look for weekly #crcupdates on the Town's Facebook page. Temporary park closure: For the duration of construction for the new Community Recreation Center, the Mammoth Creek Park playground, restrooms and parking lot will be CLOSED to the public.

Active Shooter/Tactical Casualty Care Training The Mammoth Lakes Police Department, in partnership with the Inland Training Division of the California Highway Patrol, conducted a multi-agency Active Shooter/Tactical Casualty Care training exercise on August 2-3, 2022, at Mammoth Elementary School. This exercise focused on emergency response to an active shooter incident on campus and how to best collaborate and respond to this scenario with local and state emergency responders. Read More…

CDC Streamlines COVID-19 GuidanceOn August 11, the Centers for Disease Control and Prevention (CDC) announced streamlining its COVID-19 guidance to help individuals better understand their risk, how to protect themselves and others, what actions to take if exposed to COVID-19, and what actions to take if they are sick or test positive for the virus. In support of this update, CDC is: - Continuing to promote the importance of being up to date with vaccination
- Updating its guidance for people who are not up-to-date on COVID-19 vaccines to align with guidance for people who are up-to-date on COVID-19 vaccines as it relates to COVID-19 exposure
- Recommending that instead of quarantining if you were exposed to COVID-19, you wear a high-quality mask for 10 days and get tested on day five
- Reiterating that regardless of vaccination status individuals should isolate from others when positive for COVID-19, or experiencing symptoms and awaiting test results
- Recommending that if you test positive for COVID-19, you stay home for at least five days and isolate from others in your home

Mono County and Town of Mammoth Lakes Launch Ready Mono Emergency Preparedness PortalREADY Mono (READY.Mono.ca.gov) is designed to provide residents and visitors with emergency readiness, response, and recovery resources, and share real-time information and critical updates before, during, and after an emergency or natural disaster. Residents and visitors are encouraged to visit the READY Mono portal to: - Sign Up for Emergency Alerts: Mono County utilizes a cloud-based, public alerting and residential safety tool that allows government agencies to send geo-targeted urgent alerts to subscribers.
- Enable Your Smartphone for IPAWS: The Integrated Public Alert & Warning System (IPAWS) is the Federal Emergency Management Agency’s integrated wireless emergency alert and warning system.
- Find Your Zone: Zonehaven is an interactive app-based software system that provides real-time updates on local emergencies to communicate with targeted communities as it relates to evacuation orders.

Fire Restrictions in The Eastern SierraEffective Monday, June 6, 2022 the Inyo National Forest and Bureau of Land Management Bishop Field Office implemented fire restrictions on all Federal lands under their jurisdiction. Seasonal fire restrictions for the Eastern Sierra Region are being implemented in close coordination with other state and local county agencies. The following restrictions will be in place on both agency lands: - No Campfires, briquette/charcoal barbeques, or stove fires are allowed outside of agency-provided fire rings or barbeques at designated developed recreation sites. Dispersed campfires such as rock rings, will no longer be allowed.
- No Smoking, except within an enclosed vehicle or building, a developed recreation site, or in an area at least three feet in diameter barren of all flammable materials.
- No welding or operating acetylene or other torch with open flame.
- No motorized vehicles or tools powered by internal combustion engines off designated roads or trails (such as chainsaws or lawn mowers).

Please Leash Your Dog! It is unlawful for any dog owner to allow their dog to run at large within the Town of Mammoth Lakes Municipal Boundary. The Eastern Sierra offers an incredible outdoor playground for dog owners to play and walk with your dog(s) off-leash. The Town is moving forward with plans for a dog park with construction expected to commence in the fall of 2023. The Bear Beat!Black bears have been living in town and raiding our food since long before the Mammoth Lakes Police Department was established. Bear encounters and officers’ response to these calls have remained steady every year for decades.
