Mammoth Base Land Exchange
Land Exchange Process - Background

Mammoth Mountain Ski Area (MMSA) has been working on a land exchange at the Main Lodge area (Mammoth Base Land Exchange) for over 10 years.  In 2014 legislation was passed that allowed the land exchange to occur with the caveat that land outside the National Forest System boundary in Inyo or Mono counties could be used as exchange parcels and waiving the requirement that cash equalization not exceed 25 percent of the appraised value of the federal land.  Upon approval of the legislation MMSA is now able to move forward with the National Environmental Policy Act (NEPA) analysis that will analyze the environmental effects of the land exchange.  Currently, the US Forest Service (USFS) as the Lead Agency under NEPA has engaged the services of a NEPA consultant to conduct the analysis.  The analysis is currently within the scoping phase which allows the public to provide comments to the USFS on the scope of the environmental analysis.  


Environmental Analysis - NEPA

The USFS is the lead agency for the environmental review.  All information related to the USFS NEPA process is available on the USFS website here.  

Town staff has provided a comment letter on the scoping process which is available for review here.  After the close of the scoping period a draft Environmental Impact Statement (EIS) will be produced for public review and comment.  The Town will review the EIS and provide comments on the document when it is completed and available for public review.  The environmental analysis process is anticipated to take approximately 18 to 24 Months.  Upon completion of the NEPA analysis the real estate transaction (land exchange) will occur and is anticipated to take three to six months.


Town of Mammoth Lakes Regulations

The exchange parcel is currently within the Town of Mammoth Lakes municipal boundary.  Upon completion of the land exchange the property will be included within the Urban Growth Boundary (UGB).  A General Plan Amendment is not required to include the property in the UGB as General Plan Policy L.6.E states National Forest lands that are exchanged into private ownership will be included within the UGB whether or not they are contiguous with the UGB.  There will be General Plan/Zoning Code Amendments required to assign a land use/zoning designation to the property.
